EU400 Rules of Engagement

The Rules of Engagement or RoE are a set of player-made rules unique to the Star Trek Fleet Command server you are on: EU400. These rules are not enforced by scopely but by the playerbase and are judged on the server’s dedicated discord server.

The Rules of Engagement can change frequently based on player voting. The current rules are known as the Active RoE.

Active RoE

In effect since 16th Dec 2024

No attacks on UPC surveys unless they are:

1) On a zero node outside alliance territory

2) Entering foreign/unowned alliance territory

3) Engaging in PvP or base raids

4) On an inappropriate node in a fully occupied system

5) On an inappropriate node needed for personal use

(Inappropriate means: Non-D’Vors on raw latinum, D’Vors not on raw latinum, Non-Feeshas on Concentrated Latinum unless it is an FKR survey with Officer Arrock as captain)

No PvP in token space unless:

1) PvP in specific token space scores for event

2) Anything other than Voyagers occupy anomaly nodes

3) Usage of Debuffs is considered PvP action and prohibited

No PvP against the following specialty ships:

1) UPC Franklin/Franklin-A in swarm space

2) UPC Monaveens in Texas space

3) UPC Voyagers in open DQ summoning space

4) UPC Reliants in Augment Exile space

5) No interaction with summoned hostiles that are triggered by spending tokens or currency by other players

No PvP in armada circles

1) Another player opening the exact same armada while you timer is still active and ongoing is considered a PvP action and prohibited

2) An armada or entity damaged by another player is not to be engaged for 60 seconds after it is failed or you spotted it, whichever is most recent

Full PvP in alliance territories during active takeovers/defences, regardless of an alliance’s participation

UPC vs OPC

Perhaps the most vital concept to come to grips with is the idea of protected cargo. This is something the game teaches you early on but it forms an integral part of the Rules of Engagement. The basic principle is that each ship has a cargo, a portion of which is protected. If another player destroys you, you keep all your protected cargo and they get the rest. This means players technically have nothing to get from attacking someone under their protected cargo threshold (UPC).

The first rule only protects survey ships (miners). Warships (battleships, interceptors and explorers) can be hit at any time whether OPC or UPC. The only exceptions are specified in RoE.

When scanning a ship it will show you what rewards you might get if you attack it. If the rewards are empty it means that the ship is UPC and you cannot attack.

Zero Nodes

Nodes are points on the map where you can gather resources. When nodes empty, they stay empty until the ship leaves the node and will look dull in colour. In the interests of making sure as many resources as possible are available, ships sitting on empty nodes outside territory can be removed to refresh them. Even UPC surveys can be destroyed if sitting on an empty node.

Token and Swarm Space

Swarm space you will encounter from around ops 15. There are no mining nodes, armadas or bases in swarm space so the only reason for going in is to hunt swarm hostiles for dailies and collect frequency modulators. Using specialist ships grants you protection whether OPC or UPC.

Token space requires a transwarp cell specific to the area you are trying to enter. Because of the cost of entry and the scarcity of cells, it can be extremely frustrating to be killed in token space. Because of this it is forbidden to attack a ship in token space regardless of whether it is OPC or not with the exception of when specific PvP events require it (e.g. Mirror Universe events).

Armada

Armadas can be started by ops 23 and higher but can be joined by anyone part of the same alliance. Protection is afforded to any ship within their own alliance’s armada circle. As long as your ship is within the circle, you are protected under RoE. The protection is gone as soon as the circle disappears.

Territory

The Origin Sector is found at the bottom left hand corner of the galaxy and is where alliance territory can be found. The bold colours and shapes separate it from normal space. Each section of territory undergoes defence/capture once a week.
