War Conduct
A war begins when one alliance declares war on another alliance publicly, in the the war-declarations channel (Discord).
A war ends when both parties to the war agree to end the war and both have publicly declared the end of the war in the war-declarations channel.
When two alliances are at war, all RoE rules are suspended between the two alliances for the duration of the war.
Individual alliances are responsible for keeping track of which other alliances they are or are not at war with.
KoS and Punishment
Each alliance determines their own process for punishing RoE violations. There is no serverwide KoS (Kill on Sight).
RoE Timeline
The rules of engagement are currently decided democratically by the RoE council. The methods by which the voting takes place has changed over time, however it is now possible for any alliance of a sufficient size to join the RoE council. This allows for greater representation of the server’s interests and the avoidance of a hegemony.
Below is a compiled timeline of how RoE has changed over time to give an understanding of where it is now and where it has come from. This timeline is partly a nerdy project of mine (I’m sure very few people will care to read through), but I do think there is value in making note of changes over time to allow the server to learn from mistakes and create rules that benefit everyone.

RoE#1 - Survey ships are protected when UPC. This protection does not apply if they participate in PVP battles / baseraids.
RoE#2 - Removal of inactive survey ships on empty nodes is permitted, if a warning PM to the Player shows no reaction for 2 Min. Unification Rules
MAD, the largest alliance on the server at the time, agreed to follow RoE if these rules were adopted by the rest of the server. These rules gained the majority and the war ended.No attacks on a UPC miner unless it is (1) on a 0 node, or (2) in a territory takeover, or (3) on an inappropriate node, or (4) in a base raid.
No attacks on Meridian in Alliance iso-territories
No PVP in token space.
Exceptions: If PvP is explicitly mentioned in the token space and in the game states. (e.g. mirror universe); Only Voyagers have RoE protection on anomaly nodes
No PvP against (1) Franklins/Franklin-A in swarm space, (2) UPC Monaveens in Texas space, (3) UPC Voyagers in open DQ space beyond Kobali(35) (spezies 8472 spawn sectors). No interaction with summoned hostiles by other players.
No PvP in Armada circles
Full PvP in Origin during takeovers/defenses, regardless of participation.
